| On having qualified
in the 1987 Civil Service Exams he began his career with Press Information
Bureau (PIB), Ministry of Information & Broadcasting. In March 1992
Mr. Prakash joined the Directorate of Advertising & Visual Publicity
(DAVP) of Ministry of Information and Broadcasting where he looked after
National Campaigns and IEC Strategies of various Ministries of Government
of India.
He acted as an Officer on Special Duty with Ministry of Information
& Broadcasting from July 1995 to November 1999 and was engaged in
formulation and administration of Information/Media Policy and Operationalization
of UNICEF Master Plan of Operations pertaining to Child Rights and UNESCO's
Programme on Development and Communication. In this capacity he was also
associated with Conferences of Information Ministers of Non-aligned and
SAARC countries, State Information Ministers, etc. and was involved in
formulation of Working Paper on National Media Policy. In November 1999
he became the Deputy Secretary in the Ministry of Social Justice &
Empowerment in-charge of Drug Abuse Prevention Policy and Programme, Media
Management and Administration. On his selection, he took over the charge
of Director, National Institute of Social Defence on August 19, 2004.
During his career with Government of
India in various capacities, Mr. Prakash initiated and successfully implemented
numerous projects some of which pertain to Drug Abuse Prevention, HIV/AIDS,
Child Rights, etc. He represented Government of India on various international
forums such as UNICEF's Regional Meet on Child Rights in Kathmandu, UN-ESCAP
meeting on Ageing for Asia and the Pacific in Manila, Annual Session of
Commission on Narcotic Drugs in Vienna, etc. At these forums Mr. Prakash
presented papers on Child Rights and Media, Country Paper on Ageing and
Drug Abuse Prevention Programme- A National Perspective. His exhibition
on Population Control and Reproductive and Child Health won him a Gold
Medal in 1994 and a Radio Programme on the subject won RAPA award in 1992.
